Ministry of Electronics and Information Technology has announced the Design Linked Incentive (DLI) Scheme and Chips to Start-up (C2S) Programme with CDAC as nodal implementing agency to not only offset the disabilities but also strengthen the semiconductor chip design ecosystem in the country by providing them the financial support as well as chip design infrastructure support.
The ChipIN Centre has been setup at C-DAC as one-stop centre for providing the centralized access to chip design and fabrication services to domestic start-ups and academia across the country. About 300+ Academic Institutions under the Chip2Startup and 95+ Startup/MSME under the DLI program across the country are already accessing the chip design & prototyping infrastructure made available by ChipIN under the C2S Programme from the Cadence Design Systems, Synopsys, Siemens EDA, Ansys, Xilinx.
To apply for the Design Infrastructure Support register on DLI portal and login to fill the EDA Tool Request Form. The domestic Start-ups/ MSMEs can access the chip design infrastructure made available by ChipIN under the DLI Scheme from the Cadence Design Systems, Synopsys, Siemens EDA ,Keysight EDA ,M/S. Simyog Technologies Ltd and M/S. Cadre Design Systems.
To enable various support services under ChipIN-such as Multi-Project Wafer (MPW) Prototyping, Packaging, and Post-Silicon Validation,ChipIN had published an Expression of Interest (EOI) to identify and engage with vendors possessing the required expertise and infrastructure.
Based on the applications received in response to this EOI, the following service providers have been shortlisted to extend these services to the Startups/MSMEs onboarded under the DLI program.

The above service providers have been selected based on their submitted applications and subsequent evaluation by the Technical Evaluation Committee.
However, it is important to note that there are several other capable service providers across India offering similar services. All beneficiaries under the DLI program have the right to select their preferred vendors as per their specific project requirements and commercial considerations.
